Director | Government Relations and International Trade 

Ndahafa Hapulile is an Economic Diplomacy Specialist and Legal Strategist with expertise spanning the mining, ICT, and hospitality sectors. She currently serves as the CEO of Samra Investment & Consultancy, where she leads strategic investment and business advisory initiatives. In addition to this role, she is the proprietor of Dalarize Guesthouse, Legal Director for Ruralrise Community Empowerment, and founder of I Am the Key Children Media, a non-profit organisation focused on educating and empowering children.

With a strong background in public administration, policy development, and international commercial law, Ndahafa brings a unique blend of legal, diplomatic, and commercial insight. She holds a Master of Laws (LLM) in International Commercial Law from the University of Salford in the United Kingdom, an LLB from the University of South Africa, and is a Candidate Legal Practitioner in Namibia.

Over the course of more than ten years, she has built significant experience in high-level administration and government engagement, having served prominent leaders including Namibia’s Minister of Information and Communication Technology, Minister of Urban and Rural Development, and the Secretary General of the SWAPO Party. Her leadership journey has also included service as a Board Member of the National Youth Council of Namibia and as a member of the Central Committee of the SWAPO Party Youth League.

Ndahafa has received notable recognition for her leadership and impact, including being named among the 100 Leading Investors in Africa of 2025, receiving the 2024 Royal African Medal & Award, and being selected as a 2016 Mandela Washington Fellow (USA). Her career reflects a continued commitment to service, innovation, and the advancement of international partnerships across Africa.

Now serving as Director of Government Relations and International Trade for the Chamber of Commerce DRC–RSA, Ndahafa Hapulile brings strategic value through her experience in diplomacy, governance, stakeholder engagement, and cross-border trade development. Her appointment strengthens the Chamber’s mission to foster deeper institutional partnerships and expand economic cooperation across the continent.
